whenever i create a new multiplayer room, i dont get any TC, i dont get any when i join a room either, is it supposed to be like that?

Yes, it is like that. User created rooms do not give you tcs. Play in static and official servers to get tcs.

The only person that can set a server are mods.

The reason you don't get tc in a private server is due to farming, you could literally get a bot and sit in that same private server with your bot all day, making you a lot of tc and qi.
