Let's say I made an account called satin and there was no qi on it, but some guy named devil wanted to change his name to satin. But I was no and he wanted to buy the account with no qi, tc and no posting on it (clean account) is this a no go? Or would he have to purchase a name change for the new account and himself

You would have to purchase a namechange for satin and for devil (or devil should pay for it.)

But there's no way to get it's name even though it has 0 qi/tc. Unless you haven't logged in on satin for the past 3 years.

Account sales are strictly prohibited if that's your intention of having a work-around to get the name transferred to him.
