I was wondering, when mods ban an account, can't the guy just create another account? Or do they ban the whole IP?

Sometimes they ban the whole IP. But only in permanent bans, I suppose.

And true, they can evade the ban. But that will just make it longer

Actually, ban evasion is completely legal as long as you don't go back to doing what you did that made you get banned.
