The restock will happen on midnight on the first day of the month. They use GMT 0 so you would have to find your time.

Unless you are extremely fast and have a lot of time on your hands, I wouldnt suggest trying to time the restock.

A full orc set is around 500-1k ish on the market

You can buy orc from other users in the items market, and the restock is on the first of every month at 3pm GMT, but stock usually runs out in a few minutes :/
