Description of desired motion (Be as detailed as possible, and be creative): I want it to start looking down, then slowly look up and to the sides. Then it looks down again, and loops. It's assassin-ish.

I'm not asking for you to give this away or anything, but if you're willing to share, what program do you use to make these?
