iirc. jarmund was an admin for quite a time who handled alot of stuff in the community, he made the bot which autobanned all people who had a foreign login attempt at that time, atleast i think it was that. alot of active accounts got banned too, but could easily be lifted if they wrote in ban appeals.

Jarmund is/used to be a pretty important staff member. Those accounts banned there were the result of a spambot attack, so he made a bot, JarmundBot, which could ban all of those spambots at once.
90% sure that that's what happened.
Edit, or it probably is the thing BlubKill just said, he was around in 2011, I wasn't. So there's a bigger chance he's got it right.
