Ok i know how to make flames but i want to sell them to so my main question here is basically

are you allowed sell flames that haven't been forged but when they give you the Tc for it then forge it and give it to them?

yes, you are allowed to do that. you save the settings for the flame, then if someine wants to buy it, he/she sends the tc to you that you ask for, and then you forge it and transfer it to the customer.
