Did you try to upload a smaller pic?
I can upload a picture with 314x289 pixels and one with 64x64, but I can't uopload a picture with 507x562 pixels.
That 64x64 one is a .gif file and the other two are .jpg, so that shouldn't be a problem.
If that is the reason, the reason why razor can activate his pic may is, that he did it earlier and since the limit got changed he just didn't changed his pic. Like animated avatars you know (some users without prime have animated avatars).

I don't like this at all, you've been told several times how to do it now you can just figure it out, you're not an idiot so use your common sense.
