Uninstall toribash then reinstall?

A problem which has caused this for me in the past is the fact that my graphics drivers havent been updated, maybe you should check that.

Update your graphics card drivers, that should fix it.

That's a driver problem too, GL isn't kicking in correctly.

What's your GPU?

ATI 4600 series. I don't think it matter because this works fine in the past
and I'm on win 8.1

Ah. Yeah AMD/ATI ditched support for them years ago. Technically Windows 8.1 doesn't have an actual support for it - That last driver that had support for the HD 4/3/2 series cards was 2013. Windows 8.1 is 2014 though the Win 8 driver should work.

TBH you should look into replacing it now, 7 years is extremely old for a GPU.
