Damnit, the artist makes the program, not the other way.

They have pretty much same things, i personally use gimp, (because i don't want to pay hundreds to get PS) but i've used PS a couple times, and it was better. But if you have the skill, you can do exactly same things with both.
But let's face it, for most people Gimp is better because PS is so fucking expensive, unless you download it from piratebay etc.

GIMP for simple personal use, Photoshop for more complex professional use.
You can't just ask "which is better", it depends on where you'll be using it.
Well GIMP is free but still good. But i think that Photoshop has a better quality then GIMP. But in the end it just really matters on how good you are at it. ;)
Well, Gimp is pretty simple, and has cool features, and it's free. Photoshop is more about touch ups and editing. So on topic, I'd say Gimp, for texture making.
