my cat licks my leg and i don't like it cause it tickles

One of my dogs is super hyperactive but really derpy (just like me) and will run around in circles whining and jumping if he wants to be left out, or let in, or fed, or taken on a walk, or just wants to be cuddled. He is a large dog (golden retriever) so this is really annoying cuz he runs into me while jumping about. I like to stand completely still. He stops spinning and just stares at me in hateful confusion as his silence turns into a whine and then a bark. I sometimes wonder if he would just give up pestering me if I stood still long enough.
He also gets very jealous if you pet our cat or our other dog and will just come and sit between you (or on you if there isn't space). He also tries to purr when he is happy to imitate our cat but all he can manage is series of deep snorting noises. It is really frigin adorable.
