I'd say neutral(leaning towards a yes) like vic.
It looks like he/she put a lot of effort into the app and actually wants to join the clan.
He/she seems pretty new to the forums, but he/she's only joined pretty recently, so I'd say let it slide.
The replay was okay, even though it was from youtube. When I was a beginner like him/her, I used youtube and google all the time to help me.
Also like vic said, skill doesn't really matter, and he/she can get better overtime. We were all beginners like him/her at one point.
I don't really know how active he/she could be, but I think we can find out if he/she gets in.(The reason why its a neutral instead of a yes :/)
