Rename explorer.exe to explorer.old and reboot.

Windows should make you a new one.

If it doesn't work and doesnt load (depending on your version of windows, press CTRL+ALT+DEL (bring up task manager) and run "C: \Windows\explorer.old and rename it later to .exe or start in safe mode and rename explorer.old back to .exe)
