That mentality is surprisingly effective with children, they act up for attention, don't give it to them. Alternatively, encourage him to act appropriately and shower him with positive praise and attention.

Beating someone up doesn't always have to mean discipline. Reason with him first, then if he persists, mess with him with everything he does.
