And even though it isn't supported, the scammer gets punished, but the scammed won't get his/her stuff back.

*in my personal opinion.

If I were a leader and I found out one of my members is scamming people.

Then I would not let him in my clan.

1. It reduces the rep

2. No one likes scammers anyway.

24 hours still did not pass thus no scam has officialy occured.
