I can send messages through whisper, change room setting with commands and do /em and /sh. But when I try to send a message in Public chat it just never shows up.

Can other people read it?

Other people cannot see the messages i send in Public Chat, they can see them in whisper

maybe they ignored you
not ''ignored'' which means they dont give a fuck about you
maybe they clicked the ignore button on you for some reason

Can you use other command like /decapprize or /bet ?

I think i remember a time when i ignored myself by accident, gonna go check that. I can set all room settings and add to dp.
