Testing and Such.
Elites and Council are able to recruit.
When you are recruiting someone you test them. 4 or 5 tests is enough to let you know if there able to join.
When your done testing them, make a new thread about how they did what they need to improve on, and of course if they made it or not.
It should look a little like this.
