Well I was looking in the Ban List and I saw some guy was banned for abusing the decap system, so can someone please explain what the decap system is and how its used?

Decapprize system. Accounts under a certain amount of QI can't have stuff transferred, nor be able to transfer. So if one were to add a DP, then rigg the DP and give it to the lower account, you would be able to "transfer" TC to low QI accounts, and hide it since that doesn't show up on the Transaction list. A sneaky way to keep your alt secret I suppose. Of course, this is abusing the Decapprize system which is meant to reward those for decapping an opponent.

So on the circumstance of rigging and abusing the DP system, the individual was banned.
