You had to buy it with real money to get it, but you can't anymore since promo's are gone.
Most items that say "This item cannot currently be brought" are/were only buyable with real money.

That was a promo I believe long time ago could be purchased for usd it no longer can till they put it back yp

You should read the info
''This item cannot currently be brought''

That means, you can't buy it, because it was a promo pack.
But you can buy textures in shoop, or sets in Sets sub-forum
