so i had like 21k or somthin in my bank what happend to the bank feature?

I think that the money just went straight back into your TC fund.

The bank feature was disabled along with the rob feature, since that was the sole purpose of the bank.
As Bloobing said, the tc was transferred back to your normal TC fund.
