it says tb.exe has encountered a problem and needs to close.

I uninstalled it then downloaded it again and said the same thing

I don't think it's that everything else is working.

Try right clicking the toribash.exe and clicking on run as administrator(assuming you have windows)

It does the same thing.

Try this:
Extract sdl.dll from http://www.libsdl.org/release/SDL-1.2.13-win32.zip
to the toribash folder (overwrite the existing sdl.dll)

I had this same problem. I've been trying every solution I could find to no avail, but I just now fixed it. Here is what I did:

in safe mode, as admin, backed up in my personal backup folder and force deleted everything to do with toribash and all versions. This includes all shortcuts and quick links, cleared all icons and all user specific info literally everything I could find.

downloaded a fresh copy from the front page

Installed it fresh.

Now it works.

Intriguing. It's strange that i haven't encountered such a predicament of personal files becoming corrupted with all the countless hours i've spent in toribash, but i'm not discounting such on just the basis of that.
