Well i havent seen him before but the test statistics are pretty good. If he posts in this forum id say he is in.

Did VX permit you to recruit him? When you tested Zipil, it was a one time thing until you become commander.

On a side note, you shouldn't have tested him in Judo. It's a mode of luck.
