Torilaunch and fracture
Is there anyway of torilaunch supporting fractures while starting a multiplayer server?

Unfortunately not at the moment. However, if you want to set up a server that features fracture, look at the server setup thread - It tells you how to add fractures... Albeit rather vaguely.
