He kind of has a point here. The art board is the only proper place for anything artistic, so ideally the purpose of the board should encompass constructive off-topic sort of conversation, not just serious criticism - not to say that's all the board manages to be. But, people have been complaining about feeling undue restriction on posting for a bit, and where there's smoke there's probably fire.

Assuming such conversations actually happen, I don't really think asking about inspiration or topic related things that aren't CnC is really all that unreasonable. Moderating in a way that promotes only CnC is really only a proxy for productive posting, I can't see the harm in expanding the board's usefulness and just requiring that posts are on-topic and productive to the thread or conversation. "Nice head!" and "ty!" aren't particularly productive, so those kinds of low effort posts can be justifiably removed even under a freer, more context based ruleset.
Not that such a thing is excruciatingly necessary, just my thoughts
