Upload it to a picture site www.tinypic.com for an example, then you copy the url with the image tags and paste it on the forums.

you can press manage attachments and upload a picture from there.

To start a new thread just simply press the "new thread" button in the appropriate board, but I suggest you read the rules of posting before you do so.
