Considering that he has been banned for an IRC related incident, he can discuss that incident in Ban Appeals and it will be taken into consideration as deemed appropriate.
Bans for IRC related incidents are generally unnecessary, since IRC is mostly capable of keeping itself orderly. In the odd event that someone goes above and beyond to break the rules in a particularly unusual and annoying fashion, then we naturally gravitate towards more severe and wide ranging punishments.
