Im currently a co leader of a org
and that org has a group that goes along with it. the person who created the group adds people who join the org. but when he gets inactive or gets overloaded with people I would like to step in and help out
this may be implemented already
and if it is I need help on how to into forums

There's no way to have to two people moderate a social group, but you can transfer it to someone who is more active. I'm not sure about regular organizations in the organization section.

Well then the second top authority of the org can do it cant it?If one leader is inactive the following person with authority should do it.If its overloaded with people then they should know how to handle it.They could possibly add a mutliple kick command to kick multiple people out of the clan at once if needed.

but this would help even out the load instead of constantly changing admins

Its not changing admins,this is just the vice helping out the clan leader.The clan leader should probably add a vice leader to prevent this.
