The problem is just that the board is bigger than the katana in the picture, so the clipping is more noticeable, if the board was positioned the same way as the katana it would clip through the shoulders. So what joint its attached to doesn't really matter, its gonna clip anyways. Calling an item garbage however is unnecessary.

?? if you put the katana in the same orientation as the board the item would look way worse lmao
Hi, the item initially was attached to the breast as you suggested but it was kind of worse. You can try it yourself by changing the item.dat (will not be permanent). As Ezeth said it doesn't really matter at some point it'll be clipping anyway.

its actually attached to the lumbar joint. i have no idea why lol

Still, not sure why you went for the lumbar joint with a wide item instead of breast, so it won't clip as much.
It's best to keep back items attached to the breast unless it not intended to rotate with the top part of the body. Use the abs/groin joint instead of lumbar then [both similar rotation and position, can combo that with the belt/sai's etc instead of having to choose one and another.]

Also please edit the OP, it's still outdated for like three years now.
