I suggest renaming the subforum "Design Events" into a "Replay Requests" subforum. And that design events just be posted under the regular "Events" forum.

Some possible benefits:
Users can now find design events when looking at general events.
Users no longer need to check the relatively inactive design events board to find events.
Aligns with low supply of design events, and high supply of video requests.
New subforum can have more organized tags.
Can be inverted easily if supply of design events increases.
Relatively low effort required for a soft change (Tittles and stickies is all that's needed).

My suggestion is open to adjustments and whatnot. I think this would be a generally good change.

I agree that the design events need to change, but it shouldn't change into Replay Requests. There should be a new subforum in the replays section called replay requests, where video makers can request replays.

Yea, it may be better to put such a subforum in replays.

I don't browse that area much, I don't have experience in this area. Still the status quo seems sub-optimal.
