So yeah, you could understand it that way, but usually you don't.
And the verb 'siegen' is more powerfull I think. You win a game, but you 'siegst' in a war. <- I hope you understand what I want to say xD

Oh and if you say 'Hampa hat gewonnen' that could probably mean that you already finished your win.
Let me give an example:
Yesterday Hampa won a tourney -> Gestern hat Hampa ein turnier gewonnen.
But if you just won the tourney few seconds ago the host probably says 'Hampa gewinnt das Turnier' or 'Hampa ist der Gewinner' -> 'Hampa is the winner'
So I agree with the others, 'Hampa gewinnt' is the best solution.
