This can be done with modding/changing game settings already.

press CTRL + G and unmark the disqulification. Now your new mod is done :> LOL

Well its mostly the join that dq's you need to be fraced or dm'd to dq a tricep for example and as said already it can be done with modding

Adding to your suggestion, it would be awesome to have the freedom to specify exactly what parts can dq when making a mod. (If it's not possible already)

Example

Head and neck dq's instantly inside/outside dojo,

Everything else inside the dojo has timed dq of 20 frames and instant dq outside the dojo.
