Why are there so little public and tourney rooms now? like there used to be so may now there's barely anything

Most of the opportunities for abuse were fixed, but the bottom line is the old tourneys used to generate way too much new TC every week. If you have a good (and I mean *GOOD*) idea for a different system of the tourneys that doesn't spawn as much TC, you're free to post it there http://forum.toribash.com/showthread.php?t=485386 or PM any GM (or preferably me or Scorpio) with it. Remember that "make moar turneys!! " doesn't quite cut it.
