Proposing a simple change: put the Super Moderators under the Administrators.
Everything else can stay the same (since the other usergroups have different permissions in different fields).
Having a type of "power gradient" can be helpful to those who need their problems addressed but aren't sure who to contact.

and while we are at this, couldn't we make it that each usergroup has their respective admin at the top of the list?

Supported.

That might be misleading to people and cause them to contact the leads instead of the actual staff members.

If there's an overwhelming need for that, though, they could be put here instead.
