How do i make textures like the above

This is a question of experience and training.

They use "advanced" programs like Gimp or Photoshop. If you use Paint, you won't be able to make these kind of textures ; the program itself is really basic and does not allow you to make advanced effects like gradients and everything.

There's also the question of experience. They must be using these programs for a long time now and made many heads before having acquired this level of skill.

I suggest you to download Gimp and practice on it. You should find tutorials about the basics, and then progress within the time.

PS: If you already have Photoshop, then use it instead of downloading Gimp.

You can use Corel, Paint.net and lots of other softwares too.

Im asking for how to make the certain effects and glowing, i already use gimp.

Photoshop has Tools which can do effects like glowing.

Just practice, you can read tutorials to a certain extent but it comes down to how good at art you are, practice and you'll become better. There is no shortcuts here.

No shortcuts, but there are tips... Lots and lots of tips...

The glowing is achieved by putting bright and dark colors next to each other and shade them well. For advanced art tips you could search for gimp tutorials on google.

Ya, asking here isn't the best place for advanced graphics and such.
Google or youtube some tutorials for certain effects.
Type something like 'glow effect on gimp' or something like that.
