Do both
Just open a server
Give it a descriptive name (KiLa-Recruiting is good)
Then around 3-4 noobs will join your server
Beat them while doing something useful (reading, working, etc....)
Then some brown/black belts will join
see how good they play
If you think they're good whisper them
Tell them, that you think their skills are good, and that they can post an application on our board
Guide them to our board (post link or something)
hope, that they aren't complete idiots
btw:
You should look at the level of their english
