In world builder you have a Rain emitter
It falls and when the particles hit your head or floor it disappears. (with shaders they bounce.) It could be in the game options with a on/off switch.

type /atmo and click the rain button and rain will appear and not affect the actual game. there are other cool backgrounds in there too just search through it.
