Those servers are precreated. The Clan Servers though, are for clans that have completed the process to which they have become official.

I doubt there ever will be another server update for public newer than 2.7

Perhaps they want to keep toribash centarilized as much as possible?

Meh, I'm happy with my 2.7, although it doesn't support enviroment mods
