U need VIP in order to have a background.
For signature, you need to go to 'user control panel' than you will see 'edit signature' below setting and options. Than do whatever you want. This goes the same with avatar but you need to click on 'edit avatar'...

I think u can't because picture needs to be more than 2 rows. You can purchase these if you want to upload pictures in signature.
