on XP i can....

start -> search for -> dxdiag -> open

Check your hardware against this: http://forum.toribash.com/showthread.php?t=214180

if your processor and graphics card aren't good enough to run shaders and ray-tracing, then they just aren't good enough.

You can also try updating your graphics drivers to see if that has any effect, advice on how to do that is also contained in the thread I linked to.
