Yes it is enough to get them banned, but posting it here might not be enough to get moderators' attention. Just PM the screenshot to any Smod (blue name) or admin (red name) and they'll take care of it for you.

And keep in mind that people don't necessarily get banned immediately, warnings and infractions usually take place first, so don't expect any report you give to result in a ban (even though this particular case might be an exception to that).
